The 27th ECBC Plenary Meeting and its related events took place at the Fairmont Pacific Rim Hotel in Vancouver, Canada between 8h30 and 17h00 on Wednesday, 18 April 2018.
This meeting was being organised in institutional partnership with the World Bank Group and the European Bank for Reconstruction and Development (EBRD), which both have a close interest in the development of global covered bond markets. The meeting was also supported by the entire Canadian covered bond community, coordinated by the Canada Mortgage and Housing Corporation (CMHC), Canada’s national authority on housing, which plays a key role in contributing to the stability of the Canadian housing market and wider financial system, and Euromoney Conferences.
The ECBC Plenary meetings are the key covered bond bi-annual networking events. They gather more than 300 participants including key decision makers from the covered bond industry, issuers, investors, government & regulatory officials at both national and EU level, rating agencies, journalists, etc. from over 35 covered bond jurisdictions.
The Vancouver event was the 27th edition of the ECBC Plenary Meeting, which to that date had always been held in Europe. In recognition of the fact that the covered bond asset class, which originated as a European concept over two centuries ago, has now become a core long-term funding tool of banks around the world with regulations affecting covered bonds increasingly debated and set across jurisdictions, this was the first Plenary Meeting specifically targeted at a wider, international audience with a view to facilitating broad debate on the design of a harmonised covered bond legislative framework. Against this background, the event seeked to meet two key objectives: firstly, to provide a forum in which the forthcoming European Commission Directive on Covered Bonds can be presented to the global covered bond community as a global benchmark for the asset class, especially in the context of the Basel Committee’s recent discussions regarding “Basel IV”; and secondly, to enhance global transparency on current regulatory debates affecting covered bonds and, through this, help stimulate global investors’ demand for both traditional covered bonds and, increasingly, energy efficiency/green bonds.

The Euromoney Conferences/ECBC Covered Bonds North America Conference, took place in Vancouver on 19 April 2018. This event was instrumental in facilitating dialogue between the market and its regulators, providing investors with up to date information on the market and in advancing the debates that will help to shape the future of the covered bond market.
